well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, september 15th. we're following several new developments in last week's deadly explosion and fire in san bruno. governor schwarzenegger will tour the disaster zone this afternoon after returning from his trade mission to asia. the first responders are now describing the terrifying moments of thursday's huge blast. the ntsb says of the 90 e-mails they've received so far, only one person reported smelling gas before the explosion. ktvu's claudine wong is talking to those federal investigators this morning and joins you now -- and joins us now with this live report. >> reporter: good morning, tori. yes, it's been almost a week

since this fireball and explosion and fire here in san bruno. there are still so many questions. the ntsb is out here this morning. we're getting more information about where this investigation is headed. key among the question is how did this start, obviously and why did it burn so long? let's talk about the cause. the ntsb has been asking for anyone to come forward if they smelled gas in the days leading up to the explosion. there have been about 90 e- mails sent to the ntsb. but the ntsb said they only had one person who smelled gas and that was two or three weeks before this happened. if they didn't smell gas, that would be a clue. >> if people smell gas in advance, that suggests a failure, where gas is coming out and people smell it. that's a different kind of

failure than a catastrophic failure. that would help us determine the cause of this explosion. that's why that's so crucial to us. >> reporter: there's also the focus this morning on how long this fireball burned. did it burn lodger than necessary -- longer than necessary? some are asking if pg&e should have had automatic shutoff valves. >> what actually occurred was the responders were notified, they saw a pressure drop in their monitoring system. that's one of the things we did yesterday was to look at their monitoring system. they saw a pressure drop. they dispatched pressure to the valves and those people had to manually close the valves. >> reporter: are they not required to have those shut off automatically? >> they are not. >> reporter: at least two politicians are talking about making automatic shutoff valves

a requirement. the ntsb will also look into the issue. that's not the only focus of their investigation. they will go to more monitoring stationing today. and we'll head more to the damaged area and have more for you coming up on "mornings on 2." claudine wong, ktvu channel 2 news. >> thank you, claudine. 7:03. we're now hearing from the first firefighters and police officers who arrived often the scene in san bruno last week. some of those responders are sharing their painful stories about the pipe explosion disaster for first time. they are describing what it is like to race in the middle of an inferno. >> we were left hopeless. we could only go so far because the wall of fire was incredibly intensely hot. it's a hopeless i could not describe. >> first responders say the most frightening moment occurred when they tried to tap into the fire hydrants and heard only a sucking sound. coming up at 7:30, we'll hear

from the dispatcher's tape. stay with us for the next two hours for complete coverage and you can get updates at any time at ktvu.com. 7:04. police are investigating an overnight shooting in east oakland and seriously injured one man. the victim was found on hallway street at 2:30 this morning after being shot several times. he was rushed to the hospital. he's reportedly in critical condition. crime scene investigators spent the morning searching for evidence in the area. there's no word of any arrests or what may have triggered the shooting. the name of the victim has not been released. oakland police are testing 15 video cameras being worn by officers in the field. they are asking for $350 million for cam -- $350,000 for cameras. the department wants to use the

money from the so-called in-car video project which was allocated in 2006 but was not used because the original system did not work. well, sarah shourd is spending her first full day of freedom with her mother in oman. we're hearing sarah shourd will see a doctor today in oman. she was released because of medical issues. let's go to pam cook with more on what's happening with her. >> good morning. sarah shourd was flown by private jet to oman, which is near saudi arabia, for the long- awaited reunion with her mother after would being -- after being released yesterday. officials in oman negotiated the deal for her $500,000 bail. >> extremely grateful. i feel like i have a huge debt to repay to the world for what it's done to me. >> shourd says now her priority

is to win the freedom of her fiance, shane bauer, and her friend, josh fattal, who remain imprisoned in iran. the families say they are hopeful that shourd's release mean josh fattal and shane bauer will be coming home as well. >> very exciting moment for us. very exciting. but at the same time, we're extremely sad because shane and josh did not come home, too. >> the three were all arrested last year by iranian authorities who claim they entered the country illegally. on twitter, the president there is being urged to bring the two with them when he comes to new york for the u.n. assembly next month. back to you. >> thank you, pam. oakland police want your help this morning. they are trying to find a missing teenager. take a look at her teenager. this is kalaia walker last seen

bridge is about a ten to 15- minute wait. you can see on the bridge itself traffic is crudded but moving well to treasure island. 7:08. here's steve. >> thank you, sal. some fog today, local drizzle. once that burns off mostly sunny. it looks like we'll top out here and have a cooldown. a possibility of rain for saturday for the north bay. if you thought the summer was cold, it was. the numbers are coming in. san jose was the 33rd coolest june, july and august. the records go back 83 years. the average temperature for july and august was 66.76. san francisco's average temperature was only 59. that was the 27th cooler summer ever. san rafael, coldest summer

tea party candidates talked up surprising wins in the republican primaries overnight. alison burns is live in our washington, d.c. newsroom with what this could mean for the november elections. >> reporter: the tea party showed its movement and showed upset. the biggest upset was in delaware for the fight for the

seat christine o'donnell is fighting for. there was also a big win in new york. >> i want everybody in the republican party who opposed me to know this -- you are welcome to join the people's crusade. >> reporter: the counting is still on in the new hampshire primary. the tea party candidate lost in maryland. in all eight republican candidates outside of the so- called republican establishment have won in primaries in what is being called a very turbulent season. democrats say these tea party wins are good news for them in november. reporting live from washington, d.c., alison burns, ktvu channel 2 news. >> okay. thank you. 7:16. well, former president, bill clinton, has thrown his support behind fellow democrat, jerry brown, for governor. just two days ago, brown apologized for making a joke about the monica lewinsky

scandal. lieutenant-governor abel maldonado has been one of the most visible state officials since the pipeline explosion and now the california democrat party is accusing him of using the disaster for his own political gain. as acting governor, maldonado declared a state of emergency and also led press conferences and his office alerted when there would be news conferences. >> i could have shown up two days later and not taken care of the people of san bruno and they would have been writing, "mall "maldonado does know show up." mayor newsom says it's time to set politics aside and focus on what we can do to help the people in san bruno. new reporters from congressional investigators indicate salmonella may have

been found in egg farms two years ago. the tests were conducted at one of the egg producers, it showed evidence of the particular strain of salmonella that's believed recently sickened some 1500 people. those tests were not person formed on the -- performed on the eggs themselves. although there is evidence of sole -- evidence of salmonella, it's still unknown whether it was in the eggs. a fee would be applied to alcohol whole saliers and revenue would help pay for costs related to alcohol abuse. but bar and restaurant owners say the fee would end up being passed along to retailers and customers which would hurt business. >> people coming out are drinking and eating less because they have less money to spend. >> it's about time we put the cost of city services at the

proper place, the alcohol industry. >> the alcohol cost recovery fee comes up for a final vote next week by the voters. time now 7:18. well, san francisco park officials are trying to rid the parks of graffiti and now they are testing out a new product to do that on the playground equipment. it cost the city an estimated $300,000 a year to clean up the graffiti from play structures. the translucent project they are -- product they are testing goes on like paint but it is supposed to make the surface so smooth it can't sick to it. fall is right around the corner so flu season can't be far behind. apple is about to announce its new prescription plan for

papers. slow on 237 heading west. coming up we'll tell you why there could be a big problem for south of market drivers starting tomorrow.

apple is expected to announce very soon a subscription for newspapers. they are hoping tablets like the i-fad will pro -- ipad will provide a profit source. it's not clear yet how the deal would work. but it's beaved apple would take a -- believed apple would take a 30% cut of all prescriptions sold of the company's online app store and as much as 40% from any generated-ad revenue. state health officials are reporting the death of another

baby because of whooping cough. it's the ninth baby that's died this year and it makes this year's epidemic more deadly than one in 2005. some 3600 cases of whooping cough have been reported in california so far this year. that's a seven-fold jump from last year. the baby lived in san bernardino county and was under two months old. leading medical groups are urging pregnant women to get flu shots this year even though there's no swine flu pandemic. doctors are being urged to remind patients that flu of any kind is risky during pregnancy for mother and baby. this year brings a return to the one-dose flu vaccine which will protect the swine flu as well as two other types of flu. there's new research coming out today that shows a shift in the way the american people define "family." among the findings recognition

of unmarried couples of families is steadily on the rise. that includes gay and straight couples. there is also a group of people that include pets as family. the study was led by an indiana sociologist. it includes three surveys conducted between 2003 and 2010. 7:23. right now, let's check in, once again, with sal, taking a look at the east bay. how are things looking ott there? >> we're going to start there first. it's been busy there. highway 24 does not look bad in la fayette. i'm afraid a lot of people are still stuck on highway 4 and they have to drive on this -- on this for a distance. then they get to the toll plaza. at the toll plaza, it's backed up for about a 15-minute break. remember, howard street closes

between third and fourth for a convention at the moscone center. moving along and taking a look at northbound 280, that's a little bit slow now getting into the valley, so is 85 and 101 but we don't have any major problems reported. let's go to steve. we have a lot of fog out there. it's going to be on the increase for the next day or two and then it will start to ramp up as the system gets close to us. probably giving the north bay a hint of rain. a few high clouds will skirt mendocino county, lake county, maybe parts of sonoma. not a big deal. the fog's in place, just not going anywhere any time soon. fog, drizzle, mostly sunny. slightly warmer. 53 in san francisco. we'll go for a high of 64 which is still way below average. 52 to 58 san rafael and napa. san jose, 58. almost everybody says cloudy -- or fog except concord. even livermore says cloudy.

moments of thursday's huge blast. the ntsb says of the 90 e-mails they've received so far, only one person reported smelling gas before the explosion. claudine wong has been working this part of the story and has been speaking with the ntsb about key pieces of equipment that's part of their focus and she will have a live update at the top of the hour. well, the first calls that came in to 911 dispatchers after the fire and explosion in san bruno last week show people were confused. they were frightened about exactly what was happening. kraig debro was-- was talking with firefighters about what they experienceed in the first chaotic moments. >> reporter: good morning. all of the flags on city property in the city of san bruno are at half-staff. that's what the mayor ordered last week to memorialize those

who lost their lives. we don't always here how -- hear how first responders act in the field. but we're told this actually changed their voices. >> out of water! [ sirens ] [ inaudible ] >> we have extreme heat. we have possibly several blocks on fire. >> reporter: the people listening to those calls and directing first responder traffic are san mateo dispatchers. even they say they could hear a difference in the voices of emergency responders. >> there was more of a sense of urgency. their voices were elevated, concern. it was just -- it's frightening to hear people who are normally calm elevated like that. >> last thursday, a 30-inch gas main exploded and resulted in a fire that resulted in -- that lasted for hours. a federal investigation is

underway to determine the cause. the 911 tapes reveal the scope of the fire was so large, initially firefighters thought they were dealing with a different kind of disaster. >> it appears we have a plane down in a neighborhood. >> there is a plane down. we're getting multiple responses started. >> reporter: for time, confusion ruled the day but yesterday, first responders spoke to the media about another emotion they felt that day. >> we were left helpless. we could only go so far because the wall of fire was so incredibly, intensely hot. it was a helpless feeling knowing there were people we couldn't get to. >> reporter: another helpless feeling we found out, and the 911 tapes revealed that one fire hydrant ran dry in the middle of the operations. first responders say they can hear a lot on these tapes and can improve on what they do.

kraig debro, ktvu channel 2 news. >> thank you, kraig. 7:32. a motorcyclist who police sa was driving around the san bruno site is facing some very serious charges. 34-year-old paul lee is accused of evading and assaulting a police officer. police say hours after the big explosion, they pulled lee over while he was being questioned about why he was in the area. police say lee jumped on his motorcycle and sped off running over an officer's foot. now, you can listen to more about that dramatic dispatch recording on our channel 2 website. just go to ktvu.com and click on the san bruno fire tab. 7:33. overnight, two men were arrested in san francisco following a fatal shooting that happened at the victim's front door. ktvu's jade hernandez has been in the bayview district. but now she's at police

headquarters. good morning, jade. >> germing. the -- good morning. the investigation has wrapped up. we spoke to family members and they say that dennis wayne dixon was shot in his doorway of his apartment. we were given this picture about an hour ago. the 57-year-old is holding his two sons in the fee toe. we've also -- photo. we've also learned that dennis dixon was about to become a father again, this time to his baby girl. now, his 22-year-old stepson who lives with him was tied up. we're told the stepson lived here with his stepfather and may soon be released to the family. initially police confirmed this was a home invasion but the victims and suspect may have known each other. dennis dixon's mother was told her son pulled up to the

apartment and exchanged words with the suspect. there's some dispute as to whether dixon made it inside the apartment and opened the door at which time he forced his way in the apartment. we're learning had morning that no one else was home at the time of the shooting. we spoke to dennis dixon's daughter who woke him up last night with the bad newses. >> she just yelled wake up! wake up! your brother was murdered! >> i said, please, no, don't tell me that. >> she was crying on the phone and i know he got cut three months ago. he got cut and this happened. he got killed. >> reporter: we understand that san francisco police arrived quickly to the scene and arrested two men inside the apartment. at this point, detectives are

still investigating a homicide. we watched them take in a k-9 after inside the apartment -- officer inside the apartment and pull out a bag of evidence there. jade hernandez, ktvu channel 2 news. union city police have arrested a 57-year-old man accused of fatally shooting another man who lived in his home. it happened around 4:30 yesterday afternoon on whipple road. police responded to an emergency call and found the victim in the driveway suffering from gunshot wounds. he died at a hospital a short time later. they are asking anyone with information to give them a call. the family of a marin county man who went missing in mexico is asking for help in finding them. gilbert's son has been working near the city of oaxaca and is

missing. she's working with an investigator there in mexico and here as well. friends have set up a facebook page on his behalf. we'll post a page at ktvu.com under "web links" to get more information. one of the nation's top jockeys is recovering after a devastating fall at golden gate fields. doctors say michael martinez is paralyzed from the waist down and is listed in critical but stable condition. look at this. he was thrown to the ground last sunday. his horse clipped the heels of another source. his spinal cord was certainerred when that 1100- pound horse rolled over him. witnesses say that he the worst accident head ever seen -- they had had ever seen.

mr. martinez briefly regained consciousness yesterday. he spoke and another part of the story, his fiancee is due to have their first child in two weeks. we can't to check in with sal castanedo. pretty busy? >> absolutely. we have the kind of backups we didn't see in the summer. a lot of people are coming in. there are no accidents or stalled vehicles coming in right now. it's just good-old fashioned -- good, old-fashioned slow traffic. you can sent me a message or tweet me or follow me and i will turn you on to some good info. this is a look at 880 northbound and southbound. it looks pretty good here. but san jose, the valley, a lot of slow traffic 280, 101, westbound 237, a lot of people

going to their jobs in the valley. here's steve. sal, thank you. a lot of fog out there. what's new? -- what's new? i think we're used to that. high pressure is coming in. we still have some low clouds. fog, drizzle and then once that burns off. a little warmer inland, not much. we do cool it down friday. we'll see more drizzle. clouds and cooler temperatures for everyone else. forecast models say they are bullish and then back off. i do think the north bay will be in line. if you are heading up to fort bragg, there will be moderate to heavy rain. a hue fi clouds will come in for mountain view. 65, 75, sunny, later on today.

temperatures are recovering a little bit from yesterday's readings. 60s, 70s. a couple of low 80s. 64, san francisco after yesterday's 62. 82 in walnut creek. 70 downtown oakland and 78 san jose. when you get the foggy conditions that means it burns off sooner. 52, san rafael and napa to 58. almost everything everybody except concord says cloudy and foggy. the nights, they do get cold. if you are heading up to the mountains, there will be cloudy skies and cooler temperatures on saturday as well. 50s, 60s for almost everybody. eureka right at 50. the first system will spin higher clouds mainly to the north. but you can see the direction of the jet, it will dip a little bit friday into saturday. that's the area we're watching. we'll keep tabs on that for late in the week. fog, drizzle, but sunny to the

taking a live look at the big board on wall street, stocks started off on a down note after a poor reading on manufacturing in new york. things are turning around a little bit because there was a separate report on manufacturing that was slightly more encouraging. the federal reserve reported there was a modest growth. the dow is up 21 right now, at 10,428. a university forecast predicts california's unemployment picture will keep the state's economy from growing for a while. ucla just released anderson's forecast says the state is unlikely to generate enough jobs to bring unemployment down to single digits until end of 2012. personal income is expected to grow slightly this year. this wednesday is day 77 of

california without a budget. governor schwarzenegger's due back from asia today. he's expected to meet with republican and democratic leaders. two sides are still arguing on whether tax increases or budget cutting should be used to balance the budget. some bay area parents say they are caught right in the middle of the budget stalemate. that's because a state-funded childhood development center in oakland will close in the next two weeks unless there is a budget miracle in sacramento. >> we haven't had any money since june. so we have no funds. >> now, the center has been providing free or low-cost child care to low-income families for 37 years. it's never had to close because of finances. parents we talked to are frustrated with the legislature and the governor. this year's on track to be the longest the state has ever gone without a budget. 7:45. the mammoth tension fund for california state workers is now under court order to disclose

details after a loss of $100 million. a public watchdog group calmed the first amendment coalition -- called the first amendment coalition sued calpers in july after they refused to release documents on the page mill project in east palo alto. calpers claim it was blindsided. smartmeters will not be installed in in santa cruz, at -- installed in santa cruz county for now. the ban only covers unincorporated areas until december 31st. santa cruz county wants time to gather information about some of the health and safety concerns that have been raised. 7:46. there's a renewed push this morning to get compensation for people made sick by the world trade center dust after the september 11th attacks.

first responders, survivors are gathering on capitol hill to urge congress to pass a $7 billion bill. the money would be used to provide free health care for those who became sick. back here at home, today, british lawmakers will question outgoing bp's ceo, tony hayward, about the gulf oil spill. hayward is due to testify at a british parliamentary committee studying the fallout of the spill. hayward was criticized by american lawmakers when he told them he had little knowledge of decisions that contributed to the oil rig explosion. hayward is scheduled to be replaced as bp's executive by bob dudley. he's an american. that is due to happen on october 1st. toyota has now moved to dismiss hundreds of lawsuits over claims of sudden acceleration. the motion claims that toyota owners failed to identify any defects in their vehicles.

millions of toyotas were recalled because of reports of acceleration problems. but the company attorneys now contend there is no evidence of a flaw. the federal aviation administration has begun an investigation of an american pilot accused of being intoxicated. ditch police say they arrested the 52-year-old delta airlines pilot yesterday in the cockpit after getting an anonymous tip. according to police, his blood level was just above the legal limit in the netherlands. delta continued the flight on -- flight on but they suspended the pilot. it's never hanked before -- happened before. reggie bush is forfeiting the heisman trophy he won after playing against usc.

authorities have identified the man killed yesterday in a fishing bone accident in the san francisco bay. investigators say roland reed died after his boat slammed into the rocks near the richmond marina. the 71-year-old richmond man was a passenger on this boat. he had gone out fishing with three of his friends. investigators say they were not wearing life jackets. still not clear what caused the crash. a 29-year-old san francisco man is due in court today. he will be facing charges in a deadly crash in the city's richmond district over the weekend. prosecutors say william rojas will be charged with vehicular manslaughter driving under the influence and driving on a suspended license. police say rojas ran a stop sign in his suv at cabrio and

40th avenue and hit another car. a 65-year-old woman who was a passenger in that other car was killed. new data shows foreclosure situation is getting a bit better in the south bay and peninsula. 795,000 santa clara county homeowners received mortgage default notices in august. that's down by more than a third. in san mateo county, 344 homeowners got default notices down by more than 12%. foreclosures as well as foreclosure notices were also down in santa clara county but for foreclosures were up in san mateo county. still, more foreclosure sales were cancelled than went forward indicating banks are working out deals to keep owners in their homes. twitter has redesigned its main website. the san francisco-based company hopes the newly revamped website will be more friendly. twitter said it will be much easier to navigate and view

we had backups that didn't stretch to the middle of the parking lot. moving along and taking a look at 880 northbound. that's becoming slow as you drive up past the coliseum and get up to the downtown oakland area. there are no major problems on the way up to downtown oakland. this morning's commute in antioch is slow. we had an accident earlier. southbound 680 is slow and 80 westbound is slow. also want to mention that there is a crash in sunnyvale in the south bay. 101 southbound at 237 involving a tour bus, minivan and two cars on the shoulder. 7:56. here's steve. a lot of fog and low clouds. there are some holes already or breaks in the clouds. it will burn off sooner but some of it has been right on the ground. even some local drizzle that should be ending. we'll mention it for now. still a westerly wind. west at oakland at 6. concord,

disaster in san bruno that happened while he was traveling overseas and federal investigators have been an -- at the scene all morning long. they are talking to claudine wong.

welcome back. i'm dave campbell. >> i'm tori campbell. governor all right short will be touring the area of thursday's huge blast when he comes back from asia. the ntsb says of the 90 e- mails they've received so far only one person said they smelled gas. claudine wong is out there talking to the investigators. she's with us now live. good morning, claudine. >> reporter: good morning. we're on claremont drive this morning where you can see the

remarkable and breath-taking damage on this street. this is the street that suffered the most damage. it's on this block where three members of the bull list family works are still unaccounted for -- bullis family live, who are still missing. people are asking could any of this have been saved, when you start to look at this. obviously, this is still being looked at. how long it burned is being investigated. it took more than an hour and a half to get the gasline turned off. pg&e crews had to go to manual shutoff valves about a mile away to shut it all down. this pipe was put in the '50s. but some were asking if this pipe should have had an automatic shutoff valve. we talked to the ntsb about that issue this morning. what occurred, the responders

were notified, they saw a pressure drop in their monitoring system. that's one of the things we did yesterday was to look at the monitoring system. they saw a pressure drop. they dispatched people and those people had to manually close the valves. >> reporter: are they not required to have valves that automatically shut off, especially on a pipeline that size? >> they are not. >> reporter: how this fire started is obviously critical to this investigation and the ntsb is asking people who smelled gas to come forward. of 90 e-mails, the ntsb says only one person reported smelling gas and that was two to three weeks before the disaster. >> one of the reasons that's important because if people smelled gas in advance that suggests a type of failure that would be a bin hole leak type of failure where gas is coming -- pinhole leak type of failure where gas is coming out and people would have smelled it.

the other way would be the pipe just gave up. that would help us determine the cause of the explosion. that's why that's so crucial to us. >> reporter: what happens today? the ntsb say investigators will be going to -- will be going to a monitoring station. [ inaudible ] [ inaudible ] >> some technical problems with ktvu's claudine wong. we'll have more from her a little bit later on. as we mention -- mentioned, we're now hearing from the first firefighters and police officers who got to the scene in san bruno, some of those first responders are now talking about the painful stories of the pipeline explosion for the first time. they are telling us what it's like to race in the middle of an internal. >> we were left hopeless. we could only go so far because the wall of fire was incredibly, intensely hot. it's beyond anything i could describe. it was a helpless feeling knowing there were people we

could not get to. >> the first responders say the moment frightening moment was when they tied -- len they tried to tap into the fire hydrants in the neighborhood and only heard a sucking sound. stay with us on "mornings on 2" for the next hour or complete coverage and you can get complete updates at any time at ktvu.com. two men were arrested in san francisco overnight following a fight that ended with a fatal shooting. it happened around 11:00 on palo avenue in the city's bayview district. police believe two men inside the home were attacked after the suspects knocked on their front door. it's believed the verbal exchange turned physical and the man inside was shot and killed. police say the second man was assaulted and taken to san francisco general hospital for treatment. police are investigating an overnight shooting in east oakland that seriously injured one man. the victim was found on hallway street around 2:30 this morning

suffering from several gunshot wounds. he was rushed to the hospital and is reportedly in critical condition. crime scene investigators spent the morning looking for evidence. so far no record of any arrests or what may have led up to the shooting. the police department is asking the city to spend more than $500 million to buy 350 cameras and related equipment. the cameras are meant to give an added layer of accountability and trust between the police and the general public. the police department wants to use the money from the so- called in-car video project that was set aside in 2006 but it was never used by the -- because the original equipment didn't work. we're now hearing that sarah shourd will see a doctor today in oman. she was finally released from

new reports from investigators indicate salmonella may have been found at egg farms two years ago. tests conducted at one of the major egg producers showed evidence of the particular strain of salmonella that is believed sickened some 1500 people. those tests were not performed on the eggs themselves. the specific cause of the outbreak is unknown. although there's evidence of salmonella it's unknown if there was salmonella. the ninth baby died of whooping cough this year. it makes this year's epidemic more deadly than one in 2005. 3600 cases of wombing cough have been reported in california so far this year. that's a seven-fold jump up.

san francisco park officials want to get rid of graffiti in the park and they are testing a new product on playground equipment. it with cost the -- it costs

the city to clean up graffiti. this product goes on like paint but it is supposed to make the surface so smooth, the graffiti can't stick to it. there could be a fee on alcohol wholesalers. the revenue would help the city pay for healthcare costs related to alcohol abuse. however, bar and restaurant owners say this fee would be passed along to retailers and then on to customers which they say will hurt business. >> people coming out are drinking and eating less. they have less money. >> alcohol cost recovery fee comes up for a final vote next week by the super vicars. the -- supervisors. apple is expected to announce soon a new

several developments about the san bruno disaster. governor schwarzenegger will be touring the disaster zone this afternoon after returning from asia. investigator the are looking at reports that infire yore shutoff valves may have led to a deadlier, costlier disaster. and the ntsb says of the 90 e- mails they've received so far, only one person says they received gas before the explosion. now, the pg&e says they will not -- will not be asking customers to pay for this damage. at a hearing yesterday, pg&e said they will pay for the disaster using liability coverage and that they don't plan to recover the cost through rate increases. we're hearing the chilling dispatcher tapes from that horrible night in san bruno.

they show many first responders thought they were dealing with a different type of disaster. >> it appears we have a plane down. >> others thought the huge explosion and fire do have been a -- could have been a major terrorist attack. but firefighters still had everything possible to try to save anen tire neighborhood engulfed in flames. >> we have major injuries. we're trying to move people out of the homes right now. >> we have no water in the hydrants! we need them delivered to us! >> copy that. >> we think we we have a broken water main down there. they need to weigh in at the dorner of -- corner of san bruno. [ sirens ] >> we have possibly several blocks on fire at this time. >> meanwhile, the obama administration is seeking

tighter oversight of the nation's pipelines after that deadly explosion. the legislation was submitted to congress today by ray lahood. a motorcyclist who police say was driving around the explosion site is now facing serious charges. 34-year-old paul lee is accused of's raiding -- evading and assaulting a police officer. police say hours after the big explosion. they pulled lee over. when he was questioned about why he was in the area, they say lee took off running over a police officer's foot. two men were arrested in san francisco following a fatal shooting that happened at the victim's front door. jade hernandez is at police headquarters right now with the latest. >> good morning. san francisco police acted quickly within the investigation. when they arrived at the scene, they were able to arrest two

men they believe were involved in the shooting death before those men ran from the apartment last nit. we were given dennis dixon's picture by family. i want you to take a look at this picture right now. if you look at picture and the 57-year-old is holding his two sons in the fee -- photo. we've also learned that dennis dixon was about to become a father again, this time to a baby girl. so a big tragedy for his family this morning. hit 22-year-old step -- his 22- year-old stepson he was living with was tied up and beaten. paramedics rushed him to the hospital and he's expected to be released later this morning. the details that led up to the shooting are still not complete. 57-year-old dennis dixon may have known his shooter. we soak to dennis's mother and

brother. we're told that dennis arrived home an got into an argument and disagreement with two men. >> she just banged on the door and said wake up! wake up! your brother was murdered! >> i said no, please don't tell me that! she says, yes. >> she was crying on the phone. i couldn't understand her. i know he got cut three months ago. he got cut and then this happened. he got killed. >> reporter: at this point, convicts -- detectives are

still investigating. jade hernandez, ktvu channel 2 news. >> thank you, jade. union city police have arrested a 57-year-old man accused of fatally shooting another man who lived in his home. it happened around 4:30 yesterday afternoon on whipple road. police responded to an emergency call and found the victim in the driveway suffering from gunshot wounds. he died at a hospital a short time later. police arrested the victim's housemate but are asking anyone with information to give them a call. 8:36. the family of a marin county man who went missing in mexico is asking for help in finding him. lane gilbert's mother said her son has been living near oaxaca for about 18 years. he was a real estate agent. he disappeared and his mother believes he was kidnapped. she's hired a private detective in mexico and is working with

investigators here. friends of his have set up a facebook page to try to find him. we'll post a link at ktvu.com under "web links." one of thnation's top jockey is recovering from a desk stating call at golden gate fields. doctors say michael martinez is paralyzed from the waist down and is in critical but stable condition. he was thrown to the ground last sunday after his horse clipped the heels of another horse. the track physician says the accident is one of the worst he's ever seen. >> he broke all of the ribs alongside the area, had bleeding in his lungs as well as a major head injury. >> martinez briefly regained consciousness yesterday and opened his eyes and began too speak. his fiancee is due to have their first child in a few

the white house. the obama administration is seeking stricter controls of the nation's gas pipelines. governor schwarzenegger will be there at the disaster zone this afternoon. he just came back from a trade mission to asia. 8:45. the giants are pitching in to help out the victims of the pipeline explosion in san bruno. it's a disaster that hits home for one giants' star. the mother of pablo sandoval was among those evacuated. >> translator: everything was fine. nothing happened to my house. >> we're a community service organization. that's the way we view it. we can't imagine the heartbreak and the -- heartache and the travail we've been going through. >> that was our own sal castanedo, conducting the interview with sandoval in

spanish. 8:46. well, the giant pension fund for california state employees called calpers, they are under court order after losing $100 million. a public watchdog group called calpers in july after it refuseed to release documents on the page mills project in east palo alto. calpers claimed it was blindsided by the page mill collapse. smart did the meters will not be installed -- smartmeters will not be installed in parts of santa cruz yesterday. yesterday, the board of supervisors voted unanimously but the ban is only on unincorn rated areas -- unincorporated areas. toyota has moved to dismiss hundreds of lawsuits over claims of sudden acceleration.

the motion claims that toyota owners failed to identify any defects in their vehicles. millions of toyotas were recalled because of reports of acceleration problems. the company attorneys now contend there is no evidence of a flaw. 8:47. last week's pipeline explosion and fire in san bruno really tested the nerves of even some veteran firefighters. kraig debro is in san bruno now and he just talked with one of the first firefighters to get there after that explosion. good morning, kraig. >> good morning. the firefighter i talked to is a captain. he says he's probably one of the highest ranking firefighters to witness something like this. the captain told me he and his captain crews here last thursday, this is the first day back for a lot of them.

it's very emotional. the captain works down the street. it's an emotional day for him. he group up in the area. he says for about 25 years, he said the explosion was so close to the station, it rocked the building like an earthquake. >> the shaking stopped. i was really relieved because i didn't think my crew would make it through the shaking. that's how violent it was and it was loud. >> reporter: what happened was not anything like he or his crew had seen. people running toward and away from the flames. one of the first missions was trying to figure out what caused the explosion and fire. the sound fooled even the most experienced firefighters. >> i didn't realize what we had. it just sealed like i had -- it just samed like -- sealed like a loud jet airplane noise. >> reporter: he says it was difficult riding up the hill in

the engine. the crew helping. the kids and mothers who come by to the fire station are now victims. >> reporter: the captain will be beating with governor schwarzenegger later on this afternoon. he's getting a lot of requests from firehouses across the country. he told me this morning, it's one of the first time this ranking after -- of a fire official has been at a scene like this. he's getting calls from other firefighters across the country and they want to know how he got through it. kraig debro, ktvu channel 2 news. >> thank you, kraig. ten minutes before 9:00. the federal aviation administration has launched an investigation of an erican pilot accused of being

intoxicated. dutch police say they arrested a 52-year-old delta pilot yesterday in a cockpit following an anonymous tip. according to police, his blood alcohol level was just before the legal limit. delta cancelled the flight and suspended the pilot. it was a frightening attack on an orlando man and his care -- elderly man and his caretaker. and new family values about the way americans think about a family.

in the south bay authorities are searching for two masked gunmen in a home invasion burglary. police say it happened in a home of the 1300 block of phyllis avenue in mountain view. officers found the homeowner and cave giver tied up. the homeowner had had also been hit in the face and was brought to the hospital for treatment. there's no word on what was stolen. police are asking anyone with information on the gunman to give them a call. a university forecast is predicting california's unemployment picture will prevent the state's economy from growing, for at least a while. ucla's anderson forecast which just came out says the california's jobless rate won't get down to single digits until the end of 2012. personal income is expected to grow a little this year.
